Similar problem baffled me for a while. It seems to depend on the rendering method I used. Path tracing and LUMEN with Real Time removed the problem. Without LUMEN, the neighbor was in my mirror.

I can’t use Path tracer and I don’t really know if I can use LUMEN
I don’t have the best of Graphic cards.
I only have a Nvidia GTX1070 with 256Ram of CPU Memory
I just find it so bizarre that the sky shows down through the streets and the building
into the underground of my building
