Why is default value of Heuristic Scale in Navmeshes 0.999 (lower than 1.0)?

I recently made a post on forums concerning the ‘‘Heuristic Scale’’ parameter in NavMeshes which by default has a value of 0.999 in the Unreal Engine, and I think it would be better to have it at least on 1.0. Basically, I’m wondering if there is any specific reason why 0.999 was considered to be a better default value than 1.0.

bumping because I see it is still 0.999 in Unreal Engine version 4.7 and I’m still curious about why that is
