Why developers in Belarus were blocked ? It is longer impossible to download UE4.

I am aware you are only asking about Russia.
But, in Lebanon we use Arabic, French, and English. If a software is other than English we would probably get confused, since everything is in English and that is the language we got used to in the IT business.

There’s a specialized Russian website with it’s forums and a very active community in Russian Facebook-like social network VK.com. I didn’t check the site specifically, but I read the community and there were a few questions about editor localization. Usually those, who already creating something have a basic knowledge of English, but there may be quite a few of those, who don’t get far because of the language barrier. If you don’t mind, I’ll make a thread in Russian with your question translated, in Europe section of the forums and post a link in VK community, as I feel that the language barrier may also prevent from getting the right feedback.

EDIT: Here’s the thread.

Dear , I am writing message through an automatic translator because my English is very humble despite his age. And it so happened that such as I in countries speaking Russian language the vast majority.

If UE4 was created only for programmers, it would be no problem - almost all of them know the language. But since the program is focused including the creative half of the developers, among them the English common much less. is our reality, unfortunately. And I am even not talking about the specificity of many of the terms in UE4.

I and a huge number of people would be infinitely grateful to You for documentation in the Russian language, and, if possible, and for the translation of the interface into Russian language. Of course, will make UE4 noticeably more affordable for huge numbers of people and will significantly increase the number of projects done on it.

In Russia, Belarus and other countries are very developed culture of creating modifications on various games that allow it, from HoMM III to the TES series. It is no secret that people make modifications later often grow real developers. I am convinced that the localization UE4 will significantly increase the number of people working in it, games and other projects made in it, as well as, naturally, the income of your company.

Thank you for your attention and we hope that you were able to read it.

Fresh news for you Epic Games from Russian and Belarusian community. A lot of users said that it TOTALLY DO NOT TRANSLATE THE INTERFACE OF ENGINE. Because it will bring much more problems than solutions. But in general they agree about YES for documentation and lessons.
And I would recommend you to use transliteration method. looks like: ‘blueprint’ -> ‘блюпринт’ and so on
P.S.
Some people says that the blocking of belarusian users was removed… somehow… magic. But the majority says it is not.

Please do not post such kind of unverified information because it doesn’t help at all but instead add a mess to the already complex. The blocking is still active. At moment Epic provide enough information on the, so we have to wait till new update on it from Epic. Let avoid any speculation at all to avoid confusion of both sides, affected developers (in all affected countries) and Epic’s technical stuff who working on the.

Dear friends,

While kindly asked about the needs of non-English speaking developers in context of thread, I would appreciate if we will stop discuss i18n of UE4 here. The blocking thread were created about and i18n are not related, so let keep thread for blocking related information and move i18n part to another thread. Keeping orthogonal things separately will benefit for all of us.

Thanks in advance!

Just for reference: found a complete(?) list of blocked countries on Answers page.

it’s not true, on the page Error 403 :frowning:

Belarus is a country like any other country, and it is on a country block list, sorry there is no sort by continent .
We understand you are mad you got blocked but try not offend other countries.

I am sorry if hurt your feelings.
You understand me wrong.
Sanctions against Belarus, and the countries in list are different.
“The sanctions expresses the sense of Congress that the Belarusian authorities should not receive various types of non-humanitarian financial aid from the U.S. It also calls for the President to report to Congress on arms sales by Belarus to state sponsors of terrorism and on the personal wealth and assets of senior Belarus officials.”
Sanctions have been imposed on Belarusan companies that produce and sell weapons, to Iraq, Libya, Syria and other Near East countries.
In 2013, the export of arms from Belarus increased by 165%

EpicGames violates the United States federal law
Because it contradicts :
The U.S., said President Bush, “will work with our allies and partners to assist those seeking to return Belarus to its rightful place among the Euro-Atlantic community of democracies.”
© Belarus Democracy Act of 2004

**Repeat: **
Since 2004, when the imposed sanctions EpicGames the first IT company that blocked access.

-=P.S=-
I’m not angry “Mad”, I’m disappointed.

Hi !
Actually we (russian developers) don’t need localized documentation. It is because every good developer in Russia already can read and listen in English. And if your team could focus to update current documentation with additional explanations and examples it will be best for us.
PS. Many thanks for your best world 3d enigine!

Blocking hadn’t been removed till that time . A lot of people don’t have access to the engine from a big cities such as Minsk ,Homel and etc.

We’re working on , and plan to have Belarus, Lebanon, and several other countries unblocked by Thursday week. We learned that US Treasury sanctions only prohibit dealing with certain companies and individuals in these counties, as described here: Specially Designated Nationals And Blocked Persons List (SDN) Human Readable Lists | Office of Foreign Assets Control. So, we were over-blocking in these countries. We’re fixing as fast as we can. I apologize for who is affected.

Please stay tuned for news when is complete!

Five countries will remain blocked from downloading UE4: Iran, Syria, Sudan, Cuba, and North Korea. US law prohibits commerce with countries. We are still investigating whether it is possible to allow UE4 solely for academic and educational use in these countries.

Okay thanks for the update

That’s very Discouraging to hear that , (as an Iranian developer) but thanks anyway .

Is he trolling?
Dear people of forum, don’t reply to his post just ignore it.

Any to solve problem for other countries too ? such as Iran ?

Theoretically speaking, can the problem be solved if epic opens a branch in the middle east?
Microsoft has a branch, so does Ubisoft and many other companies.

Problem is that i’m not a game design student.for now i’m a software engineering student which have nothing to do with game design (just programming ,programming,…).i’m not sure which game design could be a job for me in country or not but i’m really interested in game design.i used UDK for 2-3 years as a beginner just for learning (from when i was going to high school and in those times i even didn’t know that how to programming ^^ )And last year i used UE4 (4.0.1) for first time and it was **** cool.you can do so many things with blueprint (and it’s way better than kismet in UDK.Kismet was one of the reasons for me to use UDK in those days).Whatever for now (still) my goal for using game engines such as UE is just for learning and education.
Hope you guys could solve problem for other countries too.

The “other countries” are only Iran, Syria, Sudan, Cuba, and North Korea.

In Cuba and in North Korea 99,9% of the people don’t have an internet connection, so they don’t matter.

With Iran the US will hopefully find a political solution and stop the sanctions in the next months.

People in Syria and Sudan just have to use VPN
