Why can't I rotate the bones in the viewport of this skeletal mesh asset?

I have two skirt skeletal mesh assets. In the first, I am able to open up the skeleton and rotate the bones and everything appears to be moving and functioning correctly:

In the second, the bones won’t rotate at all. They just do nothing when I attempt to rotate them:

Why would this be? The skirt in the second clip has correct weightmapping, and it correctly moves with the armature when I rotate the bones in Blender. But for some reason when I import it in UE, the bones in the skeleton simply won’t rotate at all.
