Why adding "Scale Velocity" breaks rotation axis?

hey guys, I have a question about Niagara…

I created a muzzle flash FX for a Tank, so I used scale velocity for the emitter. but its going to break the the axis and rotating to wrong axis (the tank is rotating to X+ axis, but muzzle flash goes to somewhere else), but when I disable “Scale Velocity” it works perfectly as expected (But its shape is not satisfies me).

So anyone can help me? to solve the problem by Scaling its velocity and make it rotate with the tank to right direction, or creating new Tank muzzle flash without Scale Velocity in the good shape like this sketch.
