I need Particle System Editor.

I don’t know where you pulled out that arcane article, but I think that’s from some version of Unreal Engine 2.

I’m just going to assume for now that you don’t want to find the particle system editor in UE2, and assume you want it in UE4. If you can’t even find the editor in UE4, you should probably go through this tutorial:

If you are in fact trying to find the particle editor in the same version as that article, you should probably just actually read the article you linked to, as it tells you how to do it in that version.
