Content Browser Location: Game/Effects/Particles/Snow/P_Blizzard So where can I find these effects? should i download it from anywhere? If i create new project with any template, i have just content/starter content folders in content browser.

You can find that particle system in the Effects Cave example that is located in the Learn tab of the Epic Games Launcher.
