the eyes on the my charcater for show up right it looks different when i add the material but its wrong ive tried redoing my fbx exporting it from different programs i thought maybe it was the roughness or something so i made a material with just the base color i thought maybe its the UVs but it textured fine on substance
Not enough info here to help you.
Try investigating the UVs by using a gradient or numbered checker to see what is happening to your eyeball UVs.
Make sure you have the correct material applied.
If you have multiple UV sets be sure you are using the correct one.
Also try doing your entire export/import pipeline again in a new clean location to make sure you aren’t getting confused on which version you are importing/etc. The version in substance may be different than your editting tools vs Unreal, etc.
