Weird noise on material when moving

My goal is to create a character that is fully blacked out and is not affected by light so it gives this clean silhouette effect. What I did is make the spec = 0. And it works. However its always making this noise whenever I’m moving the character. In game or at the editor when Im moving the material. How do I fix this?

its perfectly fine when steady

setting anti-aliasing to “Temporal Anti-Aliasing (TAA)” fixed my problem
