Can also confirm the Chapter 2 and 3 have the same issue, it gives a access not allowed error.

I think I see the issue, the link to chapter 2 is the following

.dev.epicgames.com/community/learning/tutorials/edit/3XVo
It seems to be linking to the tutorial edit page instead of the actual tutorial.
If I remove the /edit and just add any text after the link will work

Before: dev.epicgames.com/community/learning/tutorials/edit/3XVo
