Looks like you have not enough vertices for your water plane. You can either increase tessellation multiplier - with a high performance cost though, use a plane with more vertices, create a blueprint that “split” a large plane into several ones or use a landscape with LODs. Also, you may want to fade tessellation based on view distance.
