Get a photo or stock image of some Raindrops, create a normal map from it and a mask.
Tile the normal map in the material and apply it to the surface of the object, use the mask to slightly darken the areas under the normal map. If you’re using the ClearCoat Shader I think you can get some edge refraction out of it too.
Bear in mind these raindrops would be static, so they’d only look good so long as the car wasn’t moving. You could add some mild ripple-like distortion to the raindrops to make them look like there’s micro-movement going on.
