Water Draws In Front of GPU Particle Effects

Hello all,

I’m creating a tornado for a game I’m working on. It seems, however, the water is being drawn in front of the particle effects of the tornado, even though the tornado is in front of the water.

Here are a couple images, one of which has the water hidden. When the water is hidden, the full tornado can be viewed.

Does anyone know what’s causing this or how to fix it? The tornado is made out of GPU particles, and the material is set to be transparent and unlit.
