Volumetric light shafts for 2019

So I’ve been trying to get a simple volumetric lighting setup with a spotlight hoping to get a volumetric light shaft from it.
I’m surprise how a few setting is needed to set it up from several youtube tutorials. Now these tutorials are from 1 to 2 years ago and none of the steps and settings work on the new version of UE4 as I tried following the tutorials. I’ve also tried searching existing questions regarding the same thing and the solutions is also not working. Not sure if I’m missing something. These is how I set it up.

1 empty scene with 1 plane platform and no lights at all
1 spotlight
• cast volumetric shadow is checked
1 Exponential Height Fog
• Volumetric Fog is checked
• Fog density set to 1 makes everything looked washed off even with the volumetric for is turn on

I’m watching this video tutorial

and some reference solution from the forums like making the spotlight movable but it's still not working.
