Volume of fog covering top floors of skycrapers

Hello, I am struggling with scene where top part of high building (like skyscraper) is hidden in a fog or clouds. Something like this.

  1. problem: ExponentialHeightFog works from the bottom up. Even in Details there is tab Second fog data.
  2. problem: Box with fog texture (MaterialDomain:volume and BlendMode:Additive etc.) makes flat fog, but not volumetric so those building do not progressively disappear.

Do you have any suggestions what direction should I take now?
