Visual Studio Won't Open, instead Build Tools does and Freezes Things

I installed UE4.26.2 and created a new class in an empty project. Upon trying to open it, a console window for Visual Studio 2019 Build Tools opens up. In the UE editor, I keep seeing the “Loading Visual Studio” bit in the bottom right, but VS never loads.
