I have a car(added buoyancy) it moves on land , but it doesn’t move when I’m on top of the water body ocean (water plugin). my goal is to be able to move on water using vehicle car (4 wheels) how to achieve this?

I don’t think the wheels are made to work with water. You would have to add some separate functionality to mimic car moving on water(like add directional force or something).
