Vector Displacement, what am I doing wrong?

I tried setting up a quick Vector displacement, I followed a few other posts to see how things are done inside UE. But I seem to be getting strange results even when i shift the RGB with different settings.

The map i’m using is from this site converted to HDR 32 bit, compression settings are also HDR:

Was the original source texture in 32bit HDR?

no it was .tiff the conversion seems fine though.
