using lightfunctions for custom lighting effects?

hi, is it possible to use the lightfunctions to emulate custom lighting effects that were possible back in the UDK days?
talking about an effect like this:

or is there ANY other way to get access to the lightvector and use it for material operations?
perhaps via blueprint?
