Using Blender to generate subUV images?

Can Blender render out a frame by frame subUV image of an explosion for instance so that you could import that image into the engine?

Example:

I know that Maya can do this but I haven’t been able to find any documentation for something like this in Blender.

No.
You’d have to render footage at a set FPS, then break up the frames and compose the final image.
