Summary
When building/deleting HLODs, URC may cause up to 7 seconds of stalling per HLOD chunk. This translates to a massive amount of time that is being lost waiting for no reason. It also causes the deletion of HLODs to fail when the bar is complete.

Steps to Reproduce
Have two large projects side by side on two different PC
One has URC enabled, other doesn’t.
Run on both HLOD building and deletion
Count time
Expected Result
Time should be the same for both
Observed Result
The one that has URC enabled may take 5-17 times more time compared to the one that doesnt
