When I try to change the preview level to HTML 5 /Default mobile, the “Changing preview level” box comes up and than stops at 19%. It will not go away even after several minutes and causes my CPU to go up to 100%. If I try to click back inside the editor, windows tells me the program has stopped working. I tried changing the preview level on both the default and an empty scene. Does anyone know a solution for this?

Depending on your system specs it can take a bit for this to change over. Even on my machine here at the office it can take a little bit of time, more than just several minutes.
Even though it looks like the Editor has frozen and is not responding it’s still working.

Yes, this is just a preview level for the editor that only lasts for that editor session. When the editor is restarted you will need to switch back. The process to switch between the two shouldn’t take but just a moment though since the shaders are already compiled for HTML5 or whatever other preview level you will have selected. Just the initial change to that preview level can take a bit of time. If your target is to release on HTML5 and no other platforms I would suggest changing the Target Hardware to Mobile in the Project Settings > Target Hardware with Scalable 2D/3D selected for quality.
