Can I use non power of 2 values for lightmaps without any problems like streaming issues or resizing artifacts?

Yes, you can because everything gets packed into the lightmap texture atlas that can only ever be a power of two texture. This means that you don’t have to worry in the end. the benefit of using only power of two sizes does mean that they will all fit nicely into the texture atlas, though.
