Unable to Save New Scene Graph Entities Until Level is Reloaded

Summary

Saving new scene graph entities fails if the island settings device is checked out.

For some reason, placing an entity tries to update the island settings device.

URC rolls back the newly placed entities after reverting changes due to the island settings device being checked out.

Any further attempts to save a new entity fail until you reload the project

Steps to Reproduce

  1. Get your project in to a state where placing an entity tries to update Island Settings (i do not know what triggers this)
  2. Have someone else check out the island settings device
  3. Attempt to place an entity in the level
  4. Note that your entity gets rolled back and removed from the level
  5. Place another entity
  6. Save the level

The new entities save

The new entities fail to save
