Unable To Change Listen Port In Runtime

I use the commands:
Host,
open MapName?listen?port=xxxx
Connect,
open 127.0.0.1:xxxx

but, It always Listens on port 7777.

unable to Connect on Port xxxx

NOTE: Using Same PC for Hosting and Connecting
