Summary
User isn’t allowed to create any folder in the L10N folder even if Localized Content box is ticked unless you untick then tick again. Hiding a prop/device at startup does not work most of the time even after saving and restarting the editor.

Steps to Reproduce
L10N issue:
- Tick Localization Content in the settings from content drawer
- Create a L10N folder.
- Restart UEFN
- Try to create a folder in the L10N folder, editor will refuse unless you tick and untick again.
Hide selected at startup issue:
- Right click any element > Visibility > Hide selected at startup.
- Save and restart UEFN/Project.
Expected Result
You can create a folder in L10N upon restarts if the “Localized Content” is ticked. You can hide any element at startup.
Observed Result
You cannot create a folder in L10N after a restart of the editor despite having the “Localized Content” ticked. Hiding any element at startup isn’t always working and seems broken.

Additional Notes
Hiding an element at startup does work if first show the element, first hide it using the context menu then do hide element at startup. It’s very random.
