UE5 Glowing/Bouncing Shadow Issue. How to fix?

Hello.

I’m currently making a short film, and in the first scene that I’m making, there are unfortunately some weird glowing shadows. These shadows ONLY happen when the camera moves. When the camera is still the scene looks normal and it doesn’t have this shimmer effect. The result is the same in the viewport as well as when rendered out in the movie render queue.

I am using mainly Megascans for the snow, all of which have Nanite enabled. I am using Lumen for the lighting and reflections.

As you can see in the video it is clearest to see in the area underneath the building, underneath the wall with the yellow graffiti on. I have been trying things such as disabling AA but it doesnt seem to be helping. Thank you in advance for any help, would be great to get this fixed!
