UE5 Brand new project can't properly create c++ files

frustrating stuff. some people found it to be from antivirus software. eg

C++ error: The project could not be compiled. Would you like to open it in Visual Studio?

I have been trying to create a C++ project in UE4 but henever i do i get what is said in the title with the error: Unable to rename C:\Users\HOME\Documents\Unreal Projects\Testproject\Intermediate\Build\Win64\TestprojectEditor\Development\Engine\SharedPCH.Engine.ShadowErrors.h.txt.tmp to C:\Users\HOME\Documents\Unreal Projects\Testproject\Intermediate\Build\Win64\TestprojectEditor\Development\Engine\SharedPCH.Engine.ShadowErrors.h.txt I understand this might be a common issue but no solutions …
