Enabling hardware ray-traced shadows on a Directional Light in a blank project causes the official UE 5.8.2 editor to GPU-crash on an AMD Radeon 8060S. The official UE 5.7 build has the same issue on the same machine.

Steps to Reproduce
Launch the official Epic Games Launcher UE 5.8.2 editor (CL 56702186).
Create a new Blank project and open it using DirectX 12.
In the level, select or add a Directional Light.
In the Directional Light details, set Ray Traced Shadows / RT Shadow to Enabled.
The editor crashes.
Expected Result
The Directional Light should render with hardware ray-traced shadows and the editor should remain running without a GPU crash.
Observed Result
The official UE_5_8.log records a GPUCrash. After ray tracing is enabled and Persistent SBTs are recreated, Device 0 is removed with DXGI_ERROR_DRIVER_INTERNAL_ERROR. Ray-tracing RTPSO creation then fails with DXGI_ERROR_DEVICE_REMOVED and Reason: DXGI_ERROR_DRIVER_INTERNAL_ERROR at D3D12RayTracing.cpp:701.
The same Directional Light hardware ray-tracing reproduction also fails with the official UE 5.7 build on this machine. A sanitized local archive containing the official UE 5.8 log, CrashContext.runtime-xml, UEMinidump.dmp, and GPU breadcrumbs is available if additional files are needed.
Adding -clearPSODriverCache to the command line prevents the crash.
After adding this option, enabling Directional Light RT Shadows no longer crashes in:

Without this option, the same tests reproduce GPUCrash / DXGI_ERROR_DRIVER_INTERNAL_ERROR during ray-tracing RTPSO creation.
This strongly suggests that a stale or corrupted AMD driver PSO cache is involved. -clearPSODriverCache is a workaround for now; the underlying cache invalidation or driver interaction still needs investigation.
This is a very detailed report. The fact that the same hardware ray-tracing issue also reproduces on the official UE 5.7 build makes it seem less likely to be specific to the project itself.
The combination of the D3D12 device removal, RTPSO creation failure, and AMD Radeon 8060S is especially useful information. Hopefully the attached logs and GPU crash dump can help narrow down whether this is an engine or driver-level issue.
