Package Empty project works after installing this 4 things through VS 2022:
Visual Studio 2022 v17.10 or newer (17.13.1)
Windows SDK 10.0.22621.0 or newer
.NET 4.6.2 Targeting Pack
.NET 8.0
I have also reinstalled Engine 5.5, installed NET SDK, NET core 3.1
workloads: NET desktop, Windows application, Game GDC
BUT matrix city 5.5 STILL gives 2 errors:
