Thanks! This same solution worked for me when I updated Visual Studio Tools to v2.7 in my UE 5.3.2 install. My project errored on build right after with this same error about VS Tools. Moving the VisualStudioTools folder from /Engine/Plugins to /Engine/Plugins/Marketplace instantly fixed it.
