I’ve uninstalled and reinstalled Visual Studio 2015 3 times. and this last time was the full complete install-40Gb’s. its got every single thing you can possibly install. but yet it says I don’t have VS when I try to make a new blank C++

Back to the drawing board, Just uninstall everything (UDK4 + VS). Fresh Download of latest version of UDK4, Fresh Install. Should work just fine.

Could you please download this file, place it on your desktop, remove the .txt extension, and then run the file? This will create a new file named info.txt
that contains information related to your Visual Studio 2015 installation. If you could upload that new file back here, we can take a look and try to determine what is going on.
