UE4 How to have water appear on other side of glass like Subnautica

I’m struggling to find how to create an effect similar to Subnautica in that making the underwater effect (post process volume) will appear on the outside of vehicles without it being applied to the inside.

I think Stencil is what I should be using but I can’t get it to do anything like what I mentioned. I followed a tutorial that would turn a scene into black and white and exclude actors from this while inside the volume, but the actors are still affected by the volume (just not black and white) and changing colour with the volumes tint. Does anyone know how I can do this or any tutorials?
