UE 5.8 – Content Browser not interactive and Plugins missing from Edit menu

UE 5.8 – Content Browser is not interactive in a newly created project / Plugins missing from Edit menu

I created a completely new blank project in Unreal Engine 5.8.

The project opens normally, but the Content Browser is not functional:

the project root folder cannot be selected in the Sources panel
Add / New Folder is disabled
switching between Content Browser 1, 2, etc. does not help
Edit → Plugins is completely missing

This happens in a newly created project, before transferring any existing project.

The same basic workflow works normally in Unreal Engine 5.7.

Steps to Reproduce

  1. Create a new blank project in Unreal Engine 5.8.
  2. Open the project in the Unreal Editor.
  3. Open the Content Browser / Content Drawer.
  4. Try to select the project root folder in the Sources panel.
  5. Try to use Add / New Folder.
  6. Check the Edit menu for the Plugins option.

Expected Result

The Content Browser should be fully interactive, allowing the project root folder to be selected and new folders/assets to be created.

The Edit menu should also contain the Plugins option.

Observed Result

The project opens normally, but the Content Browser is not fully interactive.

The project root folder cannot be selected in the Sources panel, and Add / New Folder is disabled.

The Edit menu does not contain the Plugins option.

Switching between Content Browser instances does not resolve the issue.

This occurs in a completely new blank project created directly in Unreal Engine 5.8. The same basic workflow works normally in Unreal Engine 5.7.
