UE 5.8.4 fails to load Fab plugin under Smart App Control (0xC0E90002)

Summary

Unreal Engine 5.8.4 fails to start correctly on Windows 11 while loading the Fab plugin. Smart App Control is enabled.

The Windows Code Integrity log shows Event ID 3077. It identifies this blocked file:

C:\Program Files\Epic Games\UE_5.8\Engine\Plugins\Fab\Binaries\Win64\UnrealEditor-Fab.dll

The event reports policy ID 0283ac0f-fff1-49ae-ada1-8a933130cad6. The initial Windows “Bad Image” dialog showed error status 0xc0e90002.

Steps to reproduce:

Launch Unreal Engine 5.8.4 from the Epic Games Launcher.

Smart App Control is enabled.

Windows blocks UnrealEditor-Fab.dll and Unreal reports that the Fab module could not load.

Expected result:
Unreal Editor starts without a Windows Code Integrity block.

Actual result:
The Fab module is blocked and Unreal fails to start correctly.

Troubleshooting already tried:

Updated Fab UE Plugin through the Epic Games Launcher.

Removed Fab UE Plugin through the Launcher.

Verified the UE 5.8.4 installation.

Could you provide a signed or compatible Fab plugin build, or another supported fix that allows Unreal Engine 5.8.4 to work while keeping Smart App Control enabled?

What Type of Bug are you experiencing?

Other

Steps to Reproduce

  1. Install Unreal Engine 5.8.4 through the Epic Games Launcher on Windows.
  2. Launch UnrealEditor.exe.
  3. During startup, the editor attempts to load the Fab plugin.
  4. The Fab module fails to load and an error message appears.

Expected Result

Unreal Engine 5.8.4 starts normally and loads the Fab plugin without errors.

Observed Result

UnrealEditor.exe displays an “Incorrect Image” error for:
Engine\Plugins\Fab\Binaries\Win64\UnrealEditor-Fab.dll

The error code is 0xc0e90002. Unreal Editor then reports that the Fab plugin could not load because its Fab module failed to load.

Windows Code Integrity Event ID 3077 reports that the DLL did not meet the signing requirements or violated a code integrity policy. Smart App Control is enabled. Updating the Fab plugin, verifying the Unreal Engine installation, and removing the Fab plugin through the Epic Games Launcher did not resolve the issue. Additional Notes

This issue occurs on every launch. This is a plugin-loading error, not a Crash Reporter crash. I have attached screenshots of the startup error and Windows Code Integrity Event ID 3077. The screenshots are in Spanish because my Windows installation is set to Spanish.
