I have migrated my 5.3.2 project that has the same nanite landscape issue when packaged to 5.4.0 preview. I was able to tessellate the landscape in editor and package the project. The packaged project shows the nanite landscape properly.

Hello Y’all, I was experiencing this affect on my nDisplay for virtual production. I discovered that disabling Nanite removed the issue. However, after further exploration, I disabled ‘Cast Ray Traced Shadows’ and the issue removed itself from my nDisplay. I’m not sure if what is displayed on an NDisplay is the same as a packaged game but it is worth a try.
