Turns out they have some time of day settings now so it’s possible to fix in UEFN, but I had already tested different ToD in both UEFN and 1.0 and the lights would never turn on.
The default color is also extremely dull by default so I needed to edit it myself to get it back to how it was before.
I still think there are some issues as going into a brand new island and placing “The Rabbit Hutch” prefab will have the lamps disabled, and viewing the same prefab in UEFN shows them disabled by default.
