There is excessive smearing/sampling lag with Temporal AA and Translucency depending on the scene depth behind. Is this a bug?

Here is a Translucent plane with a high frequency checker pattern and Alpha at solid 1. Motion blur is turned off. When moving the camera, Temporal AA (TAA) smears excessively as it is taking much longer to converge its super sampling. This is helped a little by using Responsive AA. However, what really fixes the problem is having an opaque object right behind the translucent plane. As you can see here, captured during motion, there is an opaque cube behind that is revealed by its full speed and higher quality TAA sampling. The further away the cube, the worse the TAA smearing and lag gets. Refraction is at neutral 1, and we tried countless other combinations… Why does the opaque depth behind translucency affect TAA sampling speed?

Is this a bug?
