There is a major bug with plants for 2023 Preview 1.
The foliage is constantly resetting itself to 0%. Basically to the point where I’ve given up and clients are laughing at my small trees.
Is this a confirmed bug? It’s driving us crazy.

This does sound like a known issue where some vegetation assets will reset their age after re-opening the scene. This bug should be fixed in the 2023.1 Preview 2 update, which should be releasing next week.
