Hello, how does texture quality setting works? What should I do to my materials to make this setting work? I don’t see any difference switching it

Welcome back to the Unreal Forum. So, high settings use full-resolution textures. Medium/Low increase the LOD Bias, making textures appear blurrier by using lower resolution. If you have texture streaming disabled in UE that will also always show textures at max regardless of the quality settings.
