Texture facing camera

I’ve found a solution to my original question (quoted below) but didn’t want to open a new thread for a follow up question, so here it is:

Is there a way for a screen aligned texture to pan in order to follow the object in the world? Basically what I want is the texture to stay “fixed” relative to the object, and not to the screen, but still be displayed as a “flat” texture parallel to the screen, inside the bounds of the object.
