Teleporting a player behaves differently in an island when it is published, versus when it is played in UEFN editor

Steps to Reproduce

1- Join Private island code 7541-5432-3799
2- Use the Rocket Ram to start the game
3- Move mouse cursor around, to teleport player
4- observe behavior
5- Load 7541-5432-3799 in UEFN, Start Session, then Start Game
6- Repeat steps 2 and 3
7- observe behavior

Expected Result

Behavior should be the same between Step 4 and Step 7, where the same input is performed on the same map, but where Step 4 is using a published island and where Step 7 is using UEFN’s Editor Island

Observed Result

in step 4, Screen turns black, text “relocating…” appears on bottom of screen. After a few moments, player is eliminated and respawned

in step 7, Player is teleported properly. Screen does not turn black and player is not eliminated

I have this issue, but i’m doing the TeleportTo on the Fort Character while it’s playing a cinematic sequence. The blackscreen never goes away, but I can move the character around. I know this, because my character can welk into a damage volume
