Team Rotation Not Working

Summary

If you have your island set to 2 teams, team rotation will set you to non-existent teams(ex. team 3) after the first or second round. This issue has been plaguing our maps for months now.

Steps to Reproduce

1.)Set the team limit to 2 teams.
2.) Have team rotation set to every round.
3.) Play 2 to 3 rounds.

Expected Result

You should switch to the opposing team after each round.

Observed Result

The island sets you to team 3 or other non-existent teams.
