System.ComponentModel.Win32Exception while building a new project

I’ve created a new C++ project in UE5, but can’t open it because any attempt to build it ends with System.ComponentModel.Win32Exception (5): Access denied error. And I have no idea what to do to fix it. I use Windows 7 and Visual Studio 2022.
