Stylised feather System in UE4 or via Maya?

Hi all,

I am looking at creating a character for a project who has feathers. The idea is not to go for a realistic feather look but more like a styalized look like the image (from Kubo two strings)

I hope that someone can point me in the right direction to reading material or have a good idea on how to achieve this look.
