Streaming Distance Multiplier seems not working

When i start using 4.8, the “Streaming Distance Multiplier” in Static mesh props, ends working. same result with 0.0000001 and 100000.00. As a result - INFINITE and PERMANENT texture streaming in my huge level.
When I move over my level - and i have new object near - engine starts to stream texture to all instances of this object. And i have Mips Jumping from 5 to 0, and 5 again. Permanent streaming is horrible, and we are don;t know what we can do with this.
