Streamable actor connected to verse device doesnt show as an error when doing memory calc/uploading new publish version until after you restart uefn

Any streamable actors dont connected to a verse device dont cause an error to show until after you restart uefn and your version for publish goes through

Steps to Reproduce

connect an actor to a verse device that has world streaming enable
upload new version for publish - Doesn’t show error
restart uefn - shows error

Expected Result

An error should show failing the validation

Observed Result

No errors show until you restart uefn

This is the error. This should fail validation but i didnt know until this morning after i have published so the published version currently has that actor connected with streaming enabled. Unsure if thats a issue.
