strange issue with light culling and values

i don’t know why this is so i was hoping someone ales might know, be able to explain or had encountered similar result. it appears the “light culling” is reversed or something of that nature, in that giving it a negative value of say for example -1 will cull essentially all light sources in the game, e.i. very close to the camera, while a value of even 100 will cull essentially nothing. from what i understand wand what the tool tip say it should be the other way around. i have absolutely no clue as to what this is.
