Summary
The timer that is supposed to countdown until the storm starts to move/shrink does not update at all. It only works if the game you are in the storm has reach the moving phase before. If you then create a new storm the timer updates normally. So the timer always bugs for the first storm, and will continue to bug if the storms used in the game never reach moving phase (in my games this happens often)

Steps to Reproduce
- Place down a basic storm controller device in an empty map without changing settings. Can be done in 1.0 creative, does not need to be UEFN.
- Start the game.
Expected Result
The timer under the minimap counts down from 1:59 to 0, then starts the moving phase. See screenshot for expected result, the timer counts down
Observed Result
The timer remains displaying 0:00 for 2 minutes until moving phase. See video
