Storm Doesn't deal damage in Matchmaking [Creative]

I have my Storm Controllers set to deal player damage. This works as intended when I play game in Create mode but when I make a Private test code or a Published code and attempt to play in Matchmaking, the storm no longer deals damage in the 1st round.

It looks that this issue appeared after I upgraded devices in Creative

I tried to re-add the storm beacons, still no damage in the 1st round.
Will try to convert this map to UEFN project.
